When Re-Roofing Is Permitted Development
Re-roofing in the same or similar materials is permitted development (no planning permission needed) for most residential properties in England. This covers: replacing concrete tile with concrete tile; replacing clay tile with equivalent clay tile; replacing natural slate with natural slate or reconstituted slate. The key test is whether the replacement is "of the same or similar appearance" to the original — if a planning officer would struggle to tell the difference, it's almost certainly permitted development.
When Planning Permission Is Required
Conservation areas. In Aylesbury's town centre conservation area and the conservation villages (Long Crendon, Buckingham historic core, Princes Risborough, Wendover conservation area), any alteration to a roof that would materially affect the external appearance of the property requires planning permission. This includes: changing tile type or colour; changing from slate to tile; installing solar panels on a visible slope; and adding rooflights on a visible elevation.
Listed buildings. Any alteration to the external appearance of a listed building requires listed building consent, regardless of planning status. This includes like-for-like tile replacement if the specific tile profile or colour is considered part of the listing. Confirm with Buckinghamshire Council's listed buildings team before starting work.
Material change on standard properties. Changing from concrete tile to clay tile, or from tile to slate, on a standard (non-conservation area, non-listed) property does not generally require planning permission if the appearance change is modest. A dramatic change — from plain tile to large-format interlocking tile — may attract planning interest if it significantly alters the streetscape on a prominent elevation.
The Practical Approach
For straightforward like-for-like replacement on a standard Aylesbury property, no pre-application work is needed. For any property in a conservation area or where the material is changing, a pre-application enquiry to Buckinghamshire Council costs £94 (2025 rate for householder enquiries) and provides a written opinion within 4–6 weeks. This is the most reliable way to confirm the planning position before committing to the work.
We can advise on the likely planning position during the survey and help formulate the correct question for a pre-application enquiry where needed. We do not submit planning applications ourselves but can refer you to local planning consultants for conservation area and listed building work.
Free surveys, no call-out fee, 10-year guarantee on all work across Aylesbury and Buckinghamshire.
